The Rotary Club of Ashburn, VA is pleased to welcome this week's guest speaker Oliver C. Carter, Lt. Colonel, USAF, (Ret.).  A decisive strategic thinker and proven leader who consistently delivers outstanding results, Carter diverse career has spanned all phases of Air Force Security Forces, including a multiple year special assignments to the Air Force Central Adjudication Facility (AFCAF), where he served as the acting Deputy Director of the AFCAF.
 
Carter balanced extensive Air Force experience with an equally extraordinary U.S. Postal Service career holding many key leadership/management positions, including postmaster and related positions as installation head.  Top rated leader for the design, development, and instruction of national HQ USPS training programs, Carter managed the development and implementation of national customer interface policies and procedures to support retail, marketing, operations, and sales plans for diverse markets.  This is an extremely viable and visible position for the Postal Service that factored as a critical role to shape policy affecting marketing, stamp services, advertising and promotion, retail and operations.
